In July, The City Council passed an Ordinance establishing
a solid waste management program for the City. This Ordinance
will allow the continuation of a prior agreement with Clackamas
County for the management and enforcement of solid waste disposal.
Also in July, Council began discussion of goals for
the City and Staff.
At the August 19th meeting, Community Development
Director, Jim Crumley, presented a workshop to update Council
on the draft of the proposed Commercial Standards for the City.
City Council meetings are held the first and third
Mondays of each month at 7:00 PM at City Hall. The first twenty
minutes of each meeting is reserved for citizens to bring their
concerns
before the Council. We encourage all who would be
interested to take advantage of this opportunity.

Targeted for planting are the wildlife-wetlands park,
soccer field annex, the animal exercise area, and portions of
the recently paved path in the main park. In order to enhance
these new additions to the park, volunteers are needed to plant
small trees and seedlings on Saturday, November 2nd from 9:00
a.m. to noon.
The Friends of Trees organization. PGE, Scout. and
church groups have already offered assistance. To meet the 500
tree target, help from Happy Valley residents is also needed.
To volunteer to plant trees, donate trees, or make
a donation to buy trees, please call City Hall. 760-3325.
The Planning Commission heard an application for
a cellular communications tower to be located behind the Fire
Station. This hearing was continued to September 9th to allow
the applicant to obtain further information concerning the site.
The Commission heard an application for amendment to the Land
Development Ordinance concerning tree cutting. This hearing was
also continued to September 9th to allow City legal counsel further
input on the final draft of the Ordinance.

RANDY NICOLAY -
Background - Randy Nicolay is seeking a second four-year
term on the Council. Randy was
elected Mayor by the current City Council in January
1995. He is employed by PGE.
Prior Government Experience:
Randy served on the Happy Valley Planning Commission
from 1990-92. He has served on the City Council since 1992, and
is the Precinct Person for Area #96-Dist. #3.
Educational Background:
Randy attended Happy Valley Grade School, Dale Ickes
Junior High and graduated from Clackamas High School in 1978.
He also attended Portland State University.
GARY KULTALA -
Background - Gary is seeking his first term on the
City Council. He is a long-time resident of the Valley and employed
as a Superintendent for Baugh Construction, a commercial construction
business.
Prior Government Experience: None
Educational Background:
Gary graduated from Perham High School in Perham,
MN. He attended Moorhead State College and Mt. Hood Community
College.
MIKE SCHAUFLER-
Background - Michael is also seeking his first term
on the City Council. He is self-employed in the lawn service field
and is also a construction worker.
Prior Government Experience: None
Educational Background:
Michael has a BA in Political Science from the University
of Iowa. He graduated in 1984.

Plans are under way for the newly acquired portion
of the park. Several grants have been applied for to assist in
the cost of improvements. We will keep you posted on the progress.
Don't forget "Happy Valley Arbor Day." We hope some
of you can assist in the planting of our 500 trees.
Mayor Randy Nicolay has proclaimed Saturday, November
2nd as "Happy Valley Arbor Day." With the
help of the citizens of Happy Valley and various organizations,
500 new trees will be planted in the park.
The City of Happy Valley, in conjunction with the
Oregon Department of Transportation, is working on a Transportation
System Plan for the area. The plan will include a study and recommendation
for transportation and roads in Happy Valley and the surrounding
vicinity. Car, transit, bike, and pedestrian traffic will be studied.
We are expecting approval of our work plan from ODOT in the next
couple of weeks. Once we have received approval, we will begin
to schedule public meetings to discuss the plan. Watch for upcoming
dates.
In November, there will be two Happy Valley City
Council positions on the ballot. We thought you might be interested
in who was running and a little information about them.
The park has been undergoing many changes this summer,
as those of you who spend a lot of time there have probably noticed.
The soccer fields are nearing completion. The sprinkler system
is complete and seeding will take place in the next couple weeks.
They should be ready for play next fall. The park pathways are
now paved for your enjoyment. They were designed to connect with
the new path around the grade school. The school requests your
cooperation by not using their portion of the path during operating
hours.
